Caesar, Legion’s Emperor turns every attack into a choice: sacrifice a body, then make more soldiers, draw a card or burn an opponent. The precon has the right idea but too many clunky Fallout creatures. These swaps lean into tokens in, death triggers out.
Below you’ll find the full interactive decklist, what the deck does well, where it struggles and our recommended upgrades, split into budget ($5.92), mid-range ($15.21), premium ($47.89). Start with the cheapest swaps and work your way up.

What the deck does well
- Caesar refuels himself every combat, so the deck rarely runs out of bodies or cards.
- Strong token makers like Assemble the Legion, Secure the Wastes and Martial Coup are already included.
- Skullclamp, Pitiless Plunderer and Bastion of Remembrance give a real aristocrats backbone out of the box.
Where it struggles
- Bobbleheads and Survivor’s Med Kit are slow artifacts that do little in a go-wide deck.
- Wasteland Raider, Powder Ganger and Boomer Scrapper are filler bodies with weak payoffs.
- Stolen Strategy and Vault 11: Voter’s Dilemma are flashy but rarely swing a game for you.

Verdict
Hail, Caesar is one of the stronger Fallout precons and needs refining, not rebuilding. Add free sacrifice outlets and drain payoffs, and Caesar’s attacks start ending games.
