  • Cheap cantrips like Ponder and Preordain make any blue deck more consistent for about $1 each.
  • Counterspell, Arcane Denial and Negate cover most of your counter needs for well under $5 total.
  • Rapid Hybridization and Pongify give blue one-mana answers to any creature.
  • Several famous blue cards are Game Changers. Everything on this list is not, so it is safe for Brackets 1 and 2.

Blue is the color of knowledge, trickery and control. In Commander that means drawing cards, countering spells and bouncing problems back to their owner’s hand. A blue deck rarely wins by being the biggest threat at the table. It wins by having the right answer and more cards than everyone else.

Some of blue’s best-known cards are expensive or sit on the Game Changers list, which can scare budget players away. You do not need them. The 37 cards below each cost around $3 or less at the time of writing, are legal in Commander, and are not Game Changers, so they fit comfortably in casual decks.

Strengths

Blue’s strengths are card draw, card selection, counterspells, bounce and copying or stealing other players’ things. It is also a common home for artifacts, spellslinger and flying strategies.

Weak spots

Its weaknesses show up in two places. First, blue struggles to permanently remove a permanent once it has resolved. It mostly bounces or transforms threats instead of destroying them. Second, blue has almost no ramp of its own, so mono-blue decks lean heavily on colorless mana rocks. Expect to pair blue with another color or pack plenty of artifacts if you want to keep up.

Card draw and card selection

Drawing cards is blue’s specialty, and you do not need expensive enchantments to do it well. These cheap spells keep your hand stocked and help you find the right card at the right time.

Brainstorm
Instant
~$0.50Card draw

One mana at instant speed to draw three cards and put two back on top. It is at its best when you can shuffle afterward, but even without that, it digs you toward a land or an answer exactly when you need it.

Ponder
Sorcery
~$1.75Card draw

Look at your top three cards, keep them in any order or shuffle them away, then draw. For a single mana it smooths out awkward opening hands and is easy to cast on turn one or alongside a bigger play.

Preordain
Sorcery
~$0.75Card draw

Scry 2, then draw a card. It is very close to Ponder in power and the two fit happily in the same deck. Cheap cantrips like these make your 99 feel more consistent from game to game.

Fact or Fiction
Instant
~$0.25Card draw

Reveal the top five cards, let an opponent split them into two piles, and take the pile you want. You almost always walk away with two or three good cards at instant speed, often at the end of the turn before yours.

Mulldrifter
Creature — Elemental
~$0.25Card draw

Draw two cards and get a 2/2 flier, or pay three mana with evoke for just the two cards. It is flexible, cheap and a great target for blink and reanimation effects. Few commons have aged this well.

Chart a Course
Sorcery
~$0.25Card draw

Two mana to draw two cards. You discard one unless you attacked this turn, which is easy in creature decks and a fine trade in graveyard decks where you want cards in the yard anyway.

Impulse
Instant
~$0.25Card draw

For two mana at instant speed, you look at the top four cards and take the best one. It is not raw card advantage, but it finds the exact answer or combo piece you need. Cast it at the end of an opponent’s turn and keep your counter mana up.

Deep Analysis
Sorcery
~$0.25Card draw

Draw two cards for four mana, then flash it back later for two mana and 3 life to draw two more. That is four cards from one slot. It shines in decks that discard or mill themselves, since it works just as well from the graveyard.

Pull from Tomorrow
Instant
~$0.25Card draw

This instant draws X cards and then makes you discard one. In the late game you can sink all your mana into it at the end of an opponent’s turn and refill your whole hand. It is a great finisher for control decks with lots of lands.

Thirst for Discovery
Instant
~$0.25Card draw

Draw three cards, then discard two cards or one basic land. For three mana, that turns extra lands into fresh spells and keeps your hand full. It also feeds graveyard decks, and the instant speed lets you hold up counters first.

Counterspells

In a multiplayer game you cannot counter everything, so save these for spells that would end the game or wreck your board. Two or three counterspells are plenty for most casual decks.

Counterspell
Instant
~$2.25Counterspell

Two blue mana, counter target spell. No conditions, no fine print. It handles creatures, board wipes, combo pieces and anything else that hits the stack, which is why it remains the benchmark for blue interaction.

Arcane Denial
Instant
~$2Counterspell

Counters any spell for two mana, including one generic. The spell’s controller may draw up to two cards and you draw one, so it is not free card advantage for you. In practice, stopping the right spell matters far more than the cards it gives away.

Negate
Instant
~$0.25Counterspell

A two-mana counter for noncreature spells. Board wipes, removal, tutors and big sorceries are often the scariest spells at a casual table, and Negate stops all of them for pocket change.

Mana Leak
Instant
~$0.25Counterspell

A two mana counter that stops a spell unless its caster pays three more. Early in the game that is a hard counter on most key plays. Later it gets weaker, so fire it off on ramp spells, early engines, and fast commanders.

Saw It Coming
Instant
~$0.25Counterspell

You can cast it for three mana like a normal Counterspell, or foretell it for two and cast it later for just two. Foretelling hides your answer and lets you hold it up cheaply. It counters anything, which makes it a reliable catch-all.

Disallow
Instant
~$0.25Counterspell

Three mana counters a spell, an activated ability, or a triggered ability. That flexibility is huge in Commander, where many threats are abilities, not spells. Stop a fetch land, a death trigger, or a game-ending activation that other counters cannot touch.

Removal and interaction

Blue cannot destroy things, but it can turn them into something harmless or send them back to their owner’s hand. These cards handle creatures, artifacts and even commanders.

Rapid Hybridization
Instant
~$0.75Removal

One mana at instant speed to destroy a creature and give its controller a 3/3 Lizard. Trading an opponent’s commander or best threat for a vanilla 3/3 is usually a win, and it also works on your own creature in a pinch.

Pongify
Instant
~$2Removal

The same effect as Rapid Hybridization, except the token is a 3/3 Ape. Running both gives blue decks two one-mana answers to any creature, which is exactly what a color with weak removal needs.

Imprisoned in the Moon
Enchantment — Aura
~$0.25Removal

This aura turns a creature, land or planeswalker into a colorless land that taps for one mana. It is especially good against commanders, because the card stays on the battlefield and never returns to the command zone.

Into the Roil
Instant
~$0.25Removal

Return any nonland permanent to its owner’s hand at instant speed. Pay the kicker and you also draw a card. It answers tokens permanently, saves your own creatures from removal and resets auras or equipment.

Blink of an Eye
Instant
~$0.25Removal

Bounce any nonland permanent to its owner’s hand at instant speed. If you pay the kicker, you also draw a card. It handles creatures, artifacts, enchantments, and tokens, and it is a clean way to send a commander back up the tax ladder.

Resculpt
Instant
~$0.25Removal

Exile any artifact or creature for two mana, and its controller gets a 4/4 Elemental instead. That is a fair trade when the target is a scary commander or a combo piece. It even hits indestructible threats that blue usually struggles to remove.

Curse of the Swine
Sorcery
~$0.25Removal

Exile X target creatures and give their controllers a 2/2 Boar for each one. It scales with your mana, so late in the game it can handle several threats across multiple opponents. Exile also gets around death triggers and recursion.

Mass bounce: blue's board wipes

Blue’s most famous board reset is a Game Changer, but these budget options still let you clear the way or survive a big attack.

River's Rebuke
Sorcery
~$0.50Board wipe

Six mana to return every nonland permanent one player controls to their hand. Aimed at the player running away with the game, it can undo several turns of their work in one shot while leaving your own board untouched.

Aetherize
Instant
~$0.25Board wipe

Four mana at instant speed to return all attacking creatures to their owner’s hand. It stops a lethal swing cold and wipes out any tokens in the attack, buying you a full turn cycle.

Evacuation
Instant
~$0.25Board wipe

Return every creature to its owner’s hand at instant speed. Tokens vanish, auras fall off, and opponents lose a whole turn of setup. Cast it during combat to blow out a big attack, then untap with your own creatures ready to replay.

Engulf the Shore
Instant
~$0.50Board wipe

This sorcery bounces every creature with toughness up to the number of Islands you control. In a mono-blue deck that number is high, so it can clear most boards. Big creatures you cannot sweep away are often your own, which makes it nicely one-sided.

Defense and protection

Propaganda
Enchantment
~$2.50Protection

Creatures cannot attack you unless their controller pays two mana for each one. It quietly pushes attacks toward other players and gives slower blue decks time to set up. Against go-wide token decks it is a nightmare.

Dive Down
Instant
~$0.25Protection

For one mana, your creature gets +0/+3 and hexproof until end of turn. That stops a removal spell aimed at your commander and can also save it in combat. It is cheap enough to hold up every turn without slowing you down.

Shore Up
Instant
~$0.25Protection

One mana gives a creature +1/+1, hexproof, and untaps it. That last part lets it block after attacking, or use a tap ability twice. It is a tidy answer to spot removal and keeps your key creature on the board.

Copy & clone effects

Blue can turn the best creature on the table into its own. Clones scale with your opponents’ decks, so they are never a dead draw.

Clone
Creature — Shapeshifter
~$0.25Copy & clone

Four mana copies any creature on the battlefield, yours or an opponent’s. You get the best threat at the table along with its enter effects. It is simple, flexible, and always as strong as the strongest creature out there.

Cackling Counterpart
Instant
~$0.25Copy & clone

This instant makes a token copy of a creature you control, and it has flashback for later. Copy your commander or a creature with a big enter effect. Getting two copies from one card is excellent value in a long game.

Overperformers: strong cards that still cost pocket change

These cards look like upgrades on paper, yet they sell for less than a few dollars. Grab them before you spend money anywhere else.

Mystic Confluence
Instant
~$0.50Card draw

Choose three modes, and you can pick the same one more than once. Draw three cards at instant speed, or counter a spell and draw two. It is a flexible late game play that always does something useful.

Dig Through Time
Instant
~$0.25Card draw

Look at the top seven cards and take the best two. Delve lets you pay with cards in your graveyard, so it often costs just two or three mana. It finds your combo pieces or answers with great precision.

Capsize
Instant
~$0.75Removal

Bounce a permanent for three mana. With buyback, pay six and it goes back to your hand to cast again. In a long game it becomes a repeatable lock that returns threats and lands every single turn.

Phyrexian Metamorph
Artifact Creature — Phyrexian Shapeshifter
~$2.25Copy & clone

Copy any artifact or creature for four mana, or pay 2 life in place of the blue mana. Copying artifacts is a rare ability in blue. Grab a strong mana rock, an opponent’s engine, or the best creature around.

Whelming Wave
Sorcery
~$0.75Board wipe

Bounce every creature except Krakens, Leviathans, Octopuses, and Serpents. Tokens disappear and opponents have to spend turns rebuilding. If your deck plays sea monsters, it becomes a one-sided wipe that clears the way for big attacks.

Worth the upgrade: blue staples from $3 to $15

$3–15

These picks cost a bit more but give real power for the price. Each one is a proven favorite that makes a blue deck sharper and more flexible.

Slip Out the Back
Instant
~$3.5Protection

Phase out a creature or artifact for one mana, then it comes back with a +1/+1 counter. Phasing dodges spot removal and even board wipes. It is one of the cheapest ways to save your commander from a Wrath.

Cryptic Command
Instant
~$3.75Counterspell

Pick two of four modes: counter a spell, bounce a permanent, tap all opposing creatures, or draw a card. Countering plus drawing is pure value. Tapping the team can stop a lethal attack or clear the way for your own win.

Spark Double
Creature — Illusion
~$4.75Copy & clone

Copy a creature or planeswalker you control, and it comes in with an extra counter. It even dodges the legend rule, so you can have two copies of your commander. That is a big boost for legendary-heavy decks.

Phantasmal Image
Creature — Illusion
~$4.75Copy & clone

Only two mana for a copy of any creature, which is a great rate. The catch is that it dies when targeted, so it is fragile. Use it to double up on enter triggers or steal a strong effect early in the game.

Glasspool Mimic
Creature — Shapeshifter Rogue // Land
~$6.25Copy & clone

It enters as a copy of a creature you control, so you double your best enter trigger. If you do not need it, play the back side as a land that enters tapped. That flexibility means it never rots in your hand.

Sapphire Medallion
Artifact
~$8.25Ramp & mana

Your blue spells cost one less. In a mono-blue deck that touches almost everything, so it acts like ramp that keeps paying off. It lets you cast a spell and still hold up a counter on the same turn.

Mystic Remora
Enchantment
~$11Card draw

Draw a card whenever an opponent casts a noncreature spell, unless they pay four. The upkeep cost grows each turn, so play it early and drop it after a few turns of huge draws.

Swan Song
Instant
~$11Counterspell

One mana counters an enchantment, instant, or sorcery spell. The opponent gets a 2/2 Bird, which is a tiny price for stopping a wrath or a combo piece. It is one of the most efficient counters ever printed.

Splurge picks: premium blue cards

$15+

These are the premium blue cards that top-level decks lean on. Several are Game Changers, so adding them pushes your deck into a higher bracket. Here, 4 are Game Changers (marked in red): one in your list puts the deck in bracket 3 or higher.

Pact of Negation
Instant
~$16Protection

Counter any spell for zero mana now, then pay five on your next upkeep or lose the game. It is best used to force through a winning turn. When you are sure the game ends, the cost never comes due.

Cyclonic Rift
Instant
~$29Board wipeGame Changer

Two mana bounces one nonland permanent. With overload at seven mana, it bounces everything your opponents control at instant speed. Cast it at the end of the turn before yours and swing into an empty board.

Mana Drain
Instant
~$52Counterspell

Counter any spell for two mana, then get colorless mana equal to its mana value on your next main phase. Stopping a big spell powers out your own threat a turn early. It is a classic, and its price reflects that.

Force of Will
Instant
~$56CounterspellGame Changer

Counter any spell, and you can pay for it by exiling a blue card and 1 life instead of mana. That means you can protect yourself while tapped out.

Fierce Guardianship
Instant
~$61ProtectionGame Changer

Counter a noncreature spell, and it is free while you control your commander. That lets you shield your commander or stop a wrath without spending a single mana.

Rhystic Study
Enchantment
~$66Card drawGame Changer

Whenever an opponent casts a spell, you draw a card unless they pay one. Most players skip the tax, so you draw a mountain of cards.

Honorable mentions

These are excellent cards that are a bit narrower or fit specific decks better.

Reality Shift (around $0.25): exiles a creature at instant speed and gives the owner a face-down 2/2. Great against commanders with death triggers.
Narset’s Reversal (around $1.75): copies an instant or sorcery and returns the original to its owner’s hand. A fun, swingy answer for spell-heavy tables.
Archmage Emeritus (around $0.50): draws a card every time you cast or copy an instant or sorcery. A must in spellslinger decks.
Mystic Sanctuary (around $1): an Island that can put a used instant or sorcery back on top of your library.
Flood of Tears (around $1.25): bounces every nonland permanent and can drop a big creature from your hand afterward.

When to upgrade

Once your blue deck has these basics, the usual next step is stronger, repeatable card draw and a couple more flexible counterspells. Be careful here: several of blue’s most popular upgrades, including Rhystic Study, Cyclonic Rift and Force of Will, are Game Changers. Check our Game Changers list before you buy so you do not accidentally change your deck’s bracket.

When you are ready to see where your list stands, paste it into our free Deck Checker. It highlights any Game Changers and estimates your bracket in a few seconds, so you can upgrade without accidentally pushing the deck into a higher bracket than your table enjoys.

Starting from a preconstructed deck? Our precon upgrade guides show which cards to cut first and where cheap staples like these make the biggest difference.

Frequently asked questions

How many counterspells should a casual blue Commander deck run?

Two to four is plenty. With three opponents, holding mana up every turn slows you down, so mix counters like Counterspell with proactive card draw.

What is the best budget blue card draw?

For raw value, Fact or Fiction and Mulldrifter are hard to beat at under $0.50 each. For consistency, add one-mana cantrips like Brainstorm.

Can mono-blue decks ramp on a budget?

Mostly through colorless artifacts. Cheap rocks like Arcane Signet and Mind Stone are the easiest way to speed up a blue deck.

Is Cyclonic Rift a budget card?

Not really. Cyclonic Rift is a Game Changer and costs well over $3. River’s Rebuke does a similar job at sorcery speed for about fifty cents.
